Washington State OSPI
& Glean Education
Building State-Wide Awareness
Overview
The Washington State Office of Superintendent of Public Instruction (OSPI) partnered with Glean Education on an initiative focused on implementing Structured Literacy within an MTSS framework. The goal of this initiative was to build educator awareness of dyslexia and Structured Literacy implementation to build instructional equity and boost student literacy outcomes.
Background
In 2018, the Washington state senate passed Senate Bill 6162 which established a requirement around early literacy and dyslexia risk screening for all k-2 students in Washington state. In response to the new law, OSPI sought to support districts by equipping educators with research-based skills to understand, recognize, identify and address student literacy needs for student with (and at risk for) dyslexia. OPSI partnered with Glean Education to provide comprehensive professional learning that would support districts with their new screening initiatives and support educators to build capacity around the evidence-based responses to screening for students deemed at risk.
Details
From September 2022 to June 2024, we provided open access to Glean’s Comprehensive Dyslexia, Literacy, & MTSS Bundle for WA Educators, lead a monthly Expert Webinar Series, and delivered a guided year-long Structured Literacy practicum that supported teachers in WA State school districts while implementing a Structured Literacy approach.
Impact
Over the two years, over 8,000 educators took the courses and 51 teachers participated in Glean’s Structured Literacy Practicum. According to an evaluation by the American Institutes of Research (AIR), the initiative yielded significant positive outcomes. Participants who completed the courses reported a 13% increase in literacy knowledge, with pre-test scores averaging 58% and post-test scores nearly 71%. Additionally, 90% of students receiving interventions showed positive growth, with an average improvement of 1.62 words correct per minute in oral reading fluency. These results underscore Glean’s effectiveness in boosting educator proficiency and student literacy outcomes.

For me, the biggest thing that I learned was just how important data is each week. It was so great to get feedback from Glean about the three students I tracked.”
